Verifying Your Coverage: STAR Mutual RRG Warns of Fraudulent Policy Schemes

Fraudulent schemes are targeting trucking with fake policies sold through WhatsApp and unofficial channels. This notice explains how transportation operators can verify an offer is legitimate.

How to Verify a Commercial Auto Insurance Policy

Knoxville, TN — June 17, 2026

STAR Mutual RRG has identified a growing number of fraudulent schemes in which unaffiliated parties present themselves as agents authorized to sell STAR Mutual commercial auto liability policies. These offers are circulating through WhatsApp, social media messaging, and other informal channels—and they are not legitimate.

Protecting policyholders is central to STAR Mutual’s mission, and that commitment extends beyond the policies it writes. This notice is being shared so that operators across the trucking community can recognize these schemes early and avoid paying for policies that provide no actual protection.

A Rising Threat Across the Industry

Insurance fraud costs the U.S. economy an estimated hundreds of billions of dollars annually (Insurance Information Institute), and the transportation sector remains a frequent target.

Impersonation schemes—where bad actors pose as carriers or agents to collect payment for coverage that doesn't exist—are an increasingly visible part of that picture.

These schemes are especially damaging in trucking, where operators often need to confirm coverage quickly to satisfy regulatory filings and keep freight moving. Bad actors exploit that urgency, offering "instant" policies at attractive prices through direct messages. The result is operators who believe they're covered, but who are in fact driving without valid coverage—and who may discover the gap only after a loss or a failed filing.

How STAR Mutual Coverage Is Actually Sold

STAR Mutual distributes its commercial auto liability coverage exclusively through appointed, licensed insurance agents. STAR Mutual does not sell, quote, or bind policies through WhatsApp, social media direct messages, or any unsolicited personal messaging account.

Any offer to issue a STAR Mutual policy from someone who cannot confirm their appointment with STAR Mutual should be treated as suspect, no matter how professional or urgent it may appear.

Warning Signs of a Fraudulent Offer

A few characteristics tend to separate fraudulent solicitations from legitimate insurance transactions. An offer may warrant caution when it:

  • Comes only through a personal messaging app (such as a WhatsApp number or social media DM) with no licensed agency behind it

  • Lacks a verifiable business presence, including a registered legal entity, a licensed agency name, or a professional website with proper licensing and registration details

  • Requests payment to a personal account, by wire to an individual, or through untraceable methods such as gift cards or cryptocurrency

  • Pressures for immediate payment in exchange for same-day coverage or a filing

  • Cannot be confirmed through a state's Department of Insurance licensing records

How to Verify Coverage Before Paying

The most reliable safeguard against a counterfeit policy is independent verification. Every legitimate insurance professional in the United States is licensed and traceable through public records, and a few minutes of checking can confirm whether an offer is real. Before sending any payment, operators can take the following steps:

1. Verify the policy directly with STAR Mutual. Public registries can confirm whether an agent and carrier are licensed, but only the carrier can confirm whether a specific policy is real. Any policy, declaration page, or certificate of insurance can be verified directly with the carrier—email us at agents@starrrg.com to validate the agency if any doubts arise.

2. Ask the seller for verifiable details. A legitimate agent will readily provide their full name, the licensed agency they represent, and the state in which they are licensed. Reluctance to share this information—or an offer that comes only from a personal messaging account—is itself a warning sign.

3. Verify the agent's license. Every licensed insurance agent in the U.S. has a National Producer Number (NPN)—a unique identifier that can be confirmed through the National Insurance Producer Registry (NIPR), a nonprofit affiliate of the National Association of Insurance Commissioners (NAIC).

License status by state can be confirmed through the NAIC State-Based Systems lookup or the relevant state Department of Insurance. An agent must be licensed in the operator's own state to sell coverage there, even if the agent is based elsewhere.

4. Confirm the carrier is authorized. A carrier's licensing status in a given state can be checked through the NAIC's Consumer Information Source (CIS), a free public tool listing regulatory information for insurance companies operating in the U.S. A Risk Retention Group is typically chartered and licensed in its domiciliary state and operates in other states as a registered foreign RRG under the federal Liability Risk Retention Act—so in some states it may appear under a separate Risk Retention Group registry rather than in a standard insurer license search. When in doubt, the most reliable confirmation is always directly with the carrier or at the official Licensing Information webpage.

Standing With Responsible Operators

Protecting policyholders means more than paying claims—it means helping the operators who depend on legitimate coverage steer clear of schemes designed to exploit them. Fraud harms individual businesses and erodes the reliability of the coverage system the entire insurance industry depends on. Keeping the broader transportation community informed is part of how STAR Mutual fulfills its commitment to the operators it serves.
